what is the method or reason for cigarette smoke passing through an uninsulated floor into premises below?

Question: what is the method or reason for cigarette smoke passing through an uninsulated floor into premises below?
I have a problem with my lettings agent that I rent my home through. Despite me, telling this man that the couple above must insulate between the floor and ceiling he overode my appeal and gave them carte blanche on DIY. 6 months on and the nicotine entering the property is so bad that I am now using an inhhaler and distressingly my cat is dying of nicotine poisoning (he has a weak liver and could not metabolise the poison). When told of the problems of noise and pollution because of their floor they started campaign bullying & harrasment so I went to the letting agent for help I suggested warm & cold air thermals were swapping and carrying the smoke between the floors as they always open 2 sides of windows on the building. I was also told that nicotine is heavier than air. I called in the councils ernviro dept whose report states inadaquate insulation but I need them to stop smoking and agent keeps saying floor beaded so can’t be nicotine/draughts passing through so I need the facts

Is it possible to insert a tile inlay into an existing hardwood floor?

Question: Is it possible to insert a tile inlay into an existing hardwood floor?
I saw on this website that it was possible to insert a tile inlay into a newly constructed hardwood floor.

http://www.diynetwork.com/diy/shows_wkr/episode/0,2046,DIY_14349_27253,00.html

But is it possible to use an existing hardwood floor to place a tile inlay instead of creating an entire new floor? My hardwood floors are in excellent shape i would just like to spruce them up a bit. I thought i might just be able to cut the floor where i wanted the inlay but wasn’t sure?

It is POSSIBLE, HOWEVER…what’s your budget, money wise…is it probable.

The thing you have going for you is that the wood is already set. A tile setter has much more “play” with the thin set than the wood guy has with the glue. So, you can adjust to the thickness of the wood. All that to say….Call a Professional!!!!
Trust me….you don’t want to do this yoursef….

After the medallion is set….just have the floors “buff and coated”…or in your area if they call it “screening”. The top layer of finish is knocked off…and a new applied.

Have a 2-horse stable w/concrete floor & open side window. Need to VERY economically convert to an art studio-how to do the inside walls & ceiling & cover the window & entry to keep critters out. Roofing tar paper rolls? Insulation? What about the window & door? Looking for least expensive but best solution. Live in So.California in high desert. Women doing job by ourselves. Thanks!!

In the framing, put some insulation. Make sure all your wiring (electrical outputs) are correctly wired, and spec’d to building safety standards. get some dry wall, and install using drywall screws. plaster it all up and make it nice and flat, and lastly paint it. ez – but lots of work.
